Morocco’s parliamentary diplomacy gains momentum under Talbi Alami

The role of parliamentary diplomacy has taken center stage in Morocco’s international relations during the 11th legislative term. This was underscored by Rachid Talbi Alami, President of the House of Representatives, during the closing session of the second legislative period for 2025–2026.
In his address, Talbi Alami emphasized that Morocco’s diplomatic strategy is built on a robust political and diplomatic framework, particularly in addressing the Sahara issue. He described this matter as the cornerstone of Morocco’s foreign policy and the primary determinant of its international partnerships.
UN resolution 2797: a watershed moment for Morocco’s Sahara diplomacy
Talbi Alami highlighted the adoption of United Nations Security Council Resolution 2797 on July 31, 2025, calling it a decisive turning point in the resolution of the Sahara dispute. He noted that the resolution reinforced Morocco’s position by acknowledging the historical legitimacy of the region and bolstering international support for the Kingdom’s historical rights over its southern provinces.
Transforming royal initiatives into parliamentary action
The Speaker of the House revealed that the Chamber of Representatives has actively supported major royal initiatives on both the international and African fronts. Among these were proposals aimed at strengthening cooperation with African Atlantic-coastal states and facilitating access to the Atlantic Ocean for landlocked African nations.
Morocco’s commitment to peace, coexistence, and environmental protection was also highlighted, with the organization of numerous international congresses and forums hosted in the Kingdom. These gatherings have resulted in the adoption of eleven key international parliamentary documents, including several global declarations, throughout the current legislative term.
Strengthening Morocco’s global parliamentary presence
Talbi Alami stressed the importance of building on these achievements by deepening Morocco’s involvement in multilateral parliamentary organizations. He advocated for expanded bilateral cooperation through the signing of agreements and the hosting of forums to foster long-term partnerships and mutual trust.
The Speaker also pointed out that international cooperation programs have served as a vital lever for the Chamber of Representatives. These initiatives have created new dialogue platforms, facilitated the exchange of best practices with leading parliaments, and promoted the Moroccan democratic model.
He concluded by noting that the Moroccan parliament stands among the few in the world to have developed, adopted, and published practical guides and reference documents on parliamentary action through a comparative approach.
