Government unveils sweeping education reforms ahead of 2026-2027 school year

The Bénin government has approved a landmark education initiative designed to enhance learning opportunities while promoting social equity. A financial package totaling nearly 30 billion West African CFA francs has been allocated to strengthen the education system from primary schools to public universities.

This strategic investment reflects a commitment to modernizing educational infrastructure while prioritizing vulnerable populations and technical training programs.

Expanding school feeding programs to reach 1.9 million children

In a significant boost to school nutrition programs, the government is expanding its school canteen initiative to benefit an additional 500,000 pupils. This expansion increases coverage from approximately 1.4 million to 1.9 million students across rural and peri-urban areas, ensuring daily hot meals for more children in underserved communities.

Additionally, a targeted emergency plan has been established to maintain educational continuity in border regions facing security challenges. This includes infrastructure upgrades and specialized support for teachers and learners in these areas.

Breaking gender barriers in secondary and technical education

The reform package places particular emphasis on reducing gender disparities in secondary and technical education through two major initiatives:

• Tuition fee exemption: All female students enrolled in Technical and Vocational Education and Training (TVET) programs are now exempt from tuition fees.
• Infrastructure upgrades: A first batch of 12,000 new student desks has been allocated to General Education Colleges (CEG) to accommodate rising enrollment numbers, alongside targeted rehabilitation of girls’ high schools nationwide.

University sector receives major funding boost

The higher education sector benefits from substantial financial allocations aimed at improving student welfare and campus conditions.

The government has significantly increased scholarship amounts by up to 49% depending on the field of study. Additional measures include enhanced back-to-school allowances and adjusted excellence scholarships for students pursuing studies abroad.

Transport infrastructure is also being upgraded with the deployment of 63 new buses serving four public universities (Abomey-Calavi, Parakou, UNA Kétou and UNSTIM Abomey) on intercity routes.

Campus life improvements include a comprehensive rehabilitation program for university restaurants and infirmaries, featuring complete re-equipping and qualified medical staff. Social equity is further reinforced through automatic scholarship grants for severely disabled new university entrants.

All relevant ministries have been tasked with finalizing operational arrangements before the official start of the 2026-2027 academic year.
