The Director-General of Chad’s Regulatory Authority for the Downstream Petroleum Sector (ARSAT), Mr. Hassan Adoum Younousmi, held a high-level meeting on June 16 with Algeria’s Minister of State, Minister of Hydrocarbons, Mr. Mohamed Arkab. The gathering took place at the Algerian Ministry of Hydrocarbons headquarters, with key advisors from both sides in attendance.
This engagement underscores the deepening ties between Chad and Algeria, particularly in advancing bilateral agreements that enhance collaboration in the energy sector. Discussions centered on critical downstream petroleum challenges, including regulatory oversight, energy infrastructure development, refining capabilities, storage solutions, and fuel distribution networks.
Industrial safety protocols, digital transformation initiatives for operational efficiency, and transparent governance mechanisms were also key topics, reflecting a shared commitment to modernizing the sector while ensuring accountability.
This high-level dialogue follows the landmark cooperation protocol signed on April 23, 2026, in Algiers between ARSAT and Algeria’s Hydrocarbon Regulatory Authority (ARH). The agreement is designed to foster technical and institutional synergy, enabling the exchange of technical know-how, best practices, and capacity-building initiatives to strengthen national petroleum sectors in both countries.
Both delegations reaffirmed their dedication to reinforcing the strong fraternal bonds between Algeria and Chad. They emphasized the importance of knowledge sharing to drive sustainable development and deepen African economic integration.
« ARSAT remains steadfast in its partnership with Algerian counterparts to advance Chad’s downstream petroleum industry and build domestic expertise, » stated Mr. Hassan Adoum Younousmi, Director-General of ARSAT.
