Niger’s public administration reform advances with over 16,500 digitized employee files

NIAMEY, July 28, 2026 – Niger’s public administration reform has reached a significant milestone. During its first ordinary session of 2026, the Consultative Council for Refoundation (CCR) dedicated extensive discussions to the ongoing transformations in state human resources management. On this occasion, Aïssatou Abdoulaye Tondi, the Minister of Public Service, Labor, and Employment, provided an update on the key reforms spearheaded by her department.

The presentations, delivered to Council members under the chairmanship of Dr Mamoudou Harouna Djingarey, outlined initiatives designed to enhance the efficiency, fairness, and adaptability of Niger’s administration to meet the demands of the Refoundation.

A comprehensive overhaul of Niger’s public administration

During the discussions, Minister Tondi detailed the measures undertaken to restructure the state’s employee management system. These reforms encompass the harmonization of the public service, enhancement of human resources management, modernization of administrative services, and the development of national policies related to labor and employment.

These strategic directions reflect the authorities’ commitment to building an administration capable of more effectively meeting citizen expectations while ensuring improved governance of human resources.

Digitalization at the core of Niger’s administrative transformation

A primary focus of this reform is the digitalization of public administration in Niger. The minister presented the advancements made in deploying the Integrated System for State Human Resources and Payroll Management (SIGRHEP), a crucial tool designed to centralize and secure the administrative management of public agents.

Initial results demonstrate notable progress. To date, over 16,500 employee files have been digitized, with an additional 23,000 dossiers already updated. Concurrently, several specialized business applications have been developed to further enhance the efficiency of administrative services.

Ultimately, SIGRHEP is set to manage the integrated human resources and payroll for nearly 200,000 public agents. The system will also support the work of at least 150 human resources and payroll managers stationed across the entire national territory.

Statutory reforms and performance enhancement tools for Niger’s public service

Beyond the digital initiatives, the ministry also reviewed several institutional reforms implemented in recent months. Key achievements include the adoption of new legal frameworks governing the general status of the public service, the introduction of individual performance evaluation tools, and the execution of a strategy for redeploying state agents to areas affected by post-crisis situations. This is vital for Niger security and stability.

The ministerial department has additionally continued to organize professional examinations, conduct direct recruitments, and oversee the administrative career progression of thousands of civil servants.

The Council reviews reform challenges in Niger

The various presentations prompted lively discussions between the members of the Consultative Council for Refoundation and government representatives. Debates primarily focused on the challenges associated with administrative modernization, human resources management, and improving employment policies across West Africa Niger.

Following this working session, the Council members unanimously adopted a motion of congratulations for the government officials who presented the progress report on these critical reforms.
