The National Assembly of Senegal has officially announced an extraordinary session scheduled for Monday, August 10, 2026, at 10:00 AM. This session, convened through an official decree signed by Assembly President Ousmane Sonko, will focus on critical legislative priorities for the 15th Legislature, including major reforms in labor legislation, social security systems, and digital infrastructure protection.

The bureau of Senegal’s National Assembly has released Arrêté No. 192, which formally establishes the extraordinary session’s agenda. This decree, signed by Ousmane Sonko, aligns with constitutional provisions under Article 63 and the Assembly’s internal regulations as specified in Article 7. The session will proceed with a strictly defined agenda that cannot be altered once proceedings commence.

Five major legislative proposals on the agenda

The extraordinary session will prioritize the examination of five key legislative proposals:

  • Labor Code Reform (Bill No. 15/2026): Introduces comprehensive updates to employment regulations and worker protections
  • Social Security Code (Bill No. 16/2026): Proposes significant revisions to the national social security framework
  • Critical Infrastructure Protection Act (Bill No. 25/2026): Establishes new regulations for safeguarding national digital and physical infrastructure
  • Constitutional Amendment (Proposal No. 33/2026): Seeks to modify Article 37 of the Constitution regarding legislative powers
  • Special Credit Framework Act (Proposal No. 34/2026): Introduces new provisions governing special budgetary allocations

Six parliamentary inquiry commissions to be established

The extraordinary session will also address the creation of six parliamentary inquiry commissions targeting specific areas of public concern:

  • Investigation into irregularities in state land management and maritime public domain allocations
  • Review of questionable real estate transactions involving state-owned properties
  • Examination of government use of financial mechanisms known as TRS
  • Audit of the ‘One Student, One Laptop’ program administered by the Ministry of Higher Education since 2017, with an estimated cumulative expenditure of 48 billion FCFA
  • Review of revenue losses and management of tax exemptions
  • Investigation into licensing procedures and renewal conditions for fishing permits

According to the decree, the extraordinary session will conclude immediately upon completion of this predetermined agenda, in strict adherence to the Assembly’s internal regulations.
