DRC’s ARSP introduces fully digital contractor attestation system
The Autorité de Régulation de la Sous-traitance dans le secteur privé (ARSP) in Democratic Republic of Congo has launched a groundbreaking digital transformation initiative. The public authority announced the complete dematerialization of the Attestation de sous-traitance issuance process, a critical document required for businesses operating in the private sector’s subcontracting domain.
This reform, spearheaded by ARSP Director General Juan Ted Beleshayi Kasanda, aims to revolutionize administrative procedures by eliminating paper-based workflows. The initiative promises to dramatically expedite processing times from submission to final issuance.
Key improvements in the digital attestation system
- Accelerated processing: The new system targets a progressive reduction in delivery times, first aiming for a 7-day turnaround before ultimately achieving 72-hour processing for all applications.
- Digital-first documentation: All attestations are now issued in electronic format, allowing recipients to print their documents directly as needed.
- Enhanced security: Each digital attestation features a unique QR code for instant verification of authenticity. The ARSP maintains a public database of valid attestations on its official website.
- Extended validity: The reform increases the validity period from three to five years for both new applications and renewals.
Pilot phase and initial beneficiaries
The digital transformation initiative kicked off with the issuance of seven digital attestations to pioneering companies:

- NKAEL SERVICES SARL
- MAG CONTRACTOR SARL
- ENTREPRISE GÉNÉRALE INVEST SARL
- LIELE GLOBAL INVESTMENT CORPORATION SARL
- PERCEVE SARL
Commitment to business environment enhancement
The ARSP emphasized that this digital reform represents a significant stride toward modernizing public services and streamlining administrative procedures for economic operators. By reducing bureaucratic hurdles, the authority aims to contribute positively to the country’s business climate improvement.
