Benin parliament approves revised 2026 budget law

The National Assembly of Bénin has unanimously approved the revised 2026 budget law during a plenary session on June 19, 2026. The legislative move reflects the government’s commitment to realigning national financial priorities with its evolving administrative structure and strategic goals.

This fiscal adjustment is designed to reallocate resources to newly established or restructured ministries, ensuring they have the necessary funding to fulfill their mandates. The Finance Commission, led by President Gérard Gbénonchi, highlighted in its report that the revisions maintain the 2026 budget’s core financial balances while redistributing funds to enhance administrative efficiency and public policy coordination.

Key priorities in the revised budget

The revised budget prioritizes social spending, measures to bolster purchasing power, agriculture, employment, and public investments with economic and social impact. These allocations aim to support vulnerable populations while fostering sustainable development across sectors.

Macroeconomic stability maintained

The law locks in a 7.5% growth forecast for 2026, aligning with the government’s projections. The budget deficit is set at 3.1% of GDP, staying within the 3% ceiling imposed by the West African Economic and Monetary Union (WAEMU). This balance ensures fiscal discipline while allowing necessary investments in critical areas.

Additional measures include modernizing the tax administration through digitalized control procedures, improved taxpayer tracking, and updates to address the digital economy. The law also introduces provisions to expand the tax base by incorporating activities of non-resident operators and revenue from digital platforms, ensuring a fairer and more inclusive fiscal system.

With parliamentary approval secured, the revised budget now enters the implementation phase, where government agencies will execute the reallocated funds to drive Bénin‘s socio-economic agenda forward.
