Ouagadougou – Dr. Seydou Coulibaly is concluding his four-year tenure as the World Health Organization (WHO) Representative in Burkina Faso. His leadership has been characterized by an innovative strategy, unwavering dedication to public health, and a collaborative management style that significantly strengthened local teams and national alliances within the country.

Dr. Coulibaly emphasized that his primary goal was consistently to bolster WHO’s support for Burkina Faso’s critical health priorities. To achieve this, he and his dedicated teams focused intently on securing financial resources to aid governmental health projects. “Since assuming this role, I have successfully mobilized over US$42 million through substantial bilateral and multilateral backing,” the Representative stated. “This crucial funding allowed us to fully deploy our operational capabilities and assist the government in its endeavors to enhance public health. The positive outcomes are now clearly evident.”

During his time, the WHO country lead significantly enhanced cooperation with the government, particularly with the Ministry of Health. This strong alliance was highlighted during the visit of the WHO Regional Director for Africa on March 25th, when Dr. Lucien Robert Kargougou, the Minister of Health, reaffirmed the strategic nature of their partnership and the outstanding collaboration between his ministry and WHO. He specifically praised Dr. Coulibaly’s leadership qualities, remarking, “You have an exceptional representative.”

Dr. Coulibaly’s distinctive work methodology centered on a people-first approach, encouraging every individual to excel. He elaborated, “My constant endeavor was to cultivate an environment where every team member felt heard and valued, while simultaneously strengthening collaboration with national partners, the United Nations System, and all stakeholders in the health sector.” This philosophy led him to champion integrated, results-driven projects, fostering a culture of high performance and commitment, even amidst challenging circumstances.

Testimonials from his colleagues vividly demonstrate his positive impact. Hortense Meda-Traoré, the Representative’s assistant, shared, “What impressed me most about Dr. Coulibaly was his humility, his remarkable listening skills, and his constant encouragement of initiative. The trust he placed in me allowed me to work with serenity and efficiency, achieving my goals effortlessly. Dr. Coulibaly is truly a very sociable person.”

Dr. Moyenga Laurent, the administrator for communicable and non-communicable diseases, noted that Dr. Coulibaly’s “leadership is characterized by transparency and clear communication.” He added, “He supported me in achieving my objectives, particularly in combating these diseases. Through his guidance in implementing the WHO Package of Essential Noncommunicable Disease Interventions (WHO PEN) and in reviewing the performance of the malaria control program, he brought in international experts and played a role in developing the new strategic plan. I am deeply grateful for his assistance in overcoming critical bottlenecks.”

Dr. Coulibaly particularly excelled in coordination organizations, forging stronger relationships that facilitated greater funding mobilization for joint programs. Maurice Azonnankpo, Interim Coordinator of the United Nations System in Burkina Faso, acknowledged his contributions: “Your unwavering commitment, your spirit of collaboration, and the quality of your partnership have been instrumental in strengthening our collective efforts and achieving remarkable results for the population, recognized both nationally and regionally.”

Seibou Coulibaly, 1st Vice-President of the National Coordination of Global Fund Grants for HIV/AIDS, Tuberculosis, and Malaria (CCM), echoed these sentiments: “Your consistent support and professionalism have significantly driven the progress we’ve witnessed in recent years. I especially commend your dedication and the excellent quality of the partnerships you cultivated and maintained with all stakeholders.”

As he concludes his mission in the “Land of Upright People” (Burkina Faso), Dr. Coulibaly shared a message of hope, continuity, and advocacy: “We have come a long way and achieved significant results, which have proudly raised the banner of WHO. I advocate for the preservation of these accomplishments and hope to see further innovations to strengthen the organization’s standing and effectiveness. Reinforcing human resources is crucial for ensuring the continuity of our efforts. I also call for the optimal utilization of available resources, fostering a culture of team cohesion, and promoting a spirit of active listening and collaboration.”
