The Permanent Framework for Political Dialogue (CPDP) in Chad has broken its silence five months after its official launch. During a press briefing on Saturday, June 13, 2026, its chairperson, Pahimi Padacké Albert, unveiled a roadmap designed to restore trust and sustainably improve Chad’s democratic landscape.
Building trust through structured dialogue
In his address, Mr. Padacké Albert emphasized that the CPDP, established under the May 13, 2025 Political Agreement, brings together all legally registered political parties in Chad. With a balanced 30-member coordination—15 from the ruling majority and 15 from the democratic opposition—the body aims to serve as the driving force behind the essential political calm.
« Without a serene political climate, without a consensual electoral reform, and without an inclusive approach, no political dialogue can restore trust on a lasting basis, » he declared.
Three pillars for comprehensive reform
The newly released roadmap serves as an operational guide centered on three strategic priorities:
- Electoral system reform: The CPDP plans to overhaul the institutions responsible for elections, revise the electoral code, adjust parliamentary seat distribution, redefine senator selection methods, and review territorial boundaries and opposition status. The goal is to align electoral rules with international transparency standards.
- Supporting measures: This includes securing the electoral process through a reliable voter registry and establishing fair political party financing.
- Cross-cutting actions: The CPDP will collaborate with state institutions and technical and financial partners while maintaining ongoing dialogue with political parties that did not initially sign the agreement.
Mobilizing citizens for collective ownership
To turn these plans into reality, Senator Padacké Albert called for strong political commitment at all levels. He also urged the media to widely promote the roadmap so every Chadian can understand the CPDP’s mission and actions.
The CPDP now plans to develop a detailed action plan with clear benchmarks and timelines. Whether this commitment to dialogue will succeed in easing persistent tensions and fostering lasting political stability remains to be seen.
