A groundbreaking 348 million euro (3.7 billion Moroccan dirhams) initiative to bolster Morocco’s national water policy was unveiled this week by the Ministry of Equipment and Water in collaboration with the European Union (EU), Germany, France, and Italy. The program marks a significant step in strengthening water security across the Kingdom.
Europe’s collective commitment to water resilience
This pioneering initiative operates under the “Team Europe” approach, combining financial instruments to maximize impact. The EU is contributing 48 million euros in grants, while Germany, France, and Italy are providing three concessional loans of 100 million euros each. These funds are managed by leading development agencies: the French Development Agency (AFD), Italy’s Cassa Depositi e Prestiti (CDP), and Germany’s Kreditanstalt für Wiederaufbau (KfW).
Four strategic pillars for sustainable water management
The program aligns with Morocco’s long-term water strategy, focusing on four critical areas:
- Enhancing hydrological data: Strengthening research and monitoring to better understand water resources amid climate change pressures.
- Managing extreme weather events: Building resilience against droughts and floods through improved infrastructure and early warning systems.
- Protecting water quality and ecosystems: Safeguarding water sources and biodiversity from pollution and degradation.
- Preserving groundwater reserves: Implementing measures to sustain underground aquifers for future generations.
Aligned with regional climate goals
This initiative is a cornerstone of the Morocco-EU Green Partnership, established in October 2022, and the Mediterranean Pact adopted in November 2025. Both frameworks prioritize climate resilience and water security as shared objectives for the region.
The program also complements Morocco’s existing efforts, including the National Water Plan and the 2020-2027 National Drinking Water and Irrigation Supply Program (PNAEPI), reinforcing the country’s commitment to long-term sustainability.
