Libreville’s 2025 administrative accounts show surplus in municipal finances

Libreville’s municipal leadership is gradually restoring stability after a period of political transition, as evidenced by the recent session of city councillors reviewing the 2025 administrative and management accounts. Held in the Jean-Félix Lassy hall, the meeting brought together local representatives to assess financial performance, with Provincial Governor Marie-Françoise Dikoumba in attendance. This gathering follows a turbulent phase marked by the rejection of the 2026 draft budget, which led to the removal of the former executive team led by Pierre Matthieu Obame Etoughe and the election of a new municipal leadership under Eugène Mba.

The session unfolded in a notably calm atmosphere, reflecting the restored confidence in municipal governance. As mandated by the decentralization law, the review of the previous year’s accounts is a statutory requirement during the first ordinary session of the year. Mayor Eugène Mba opened the proceedings by emphasizing that the administrative account serves as a comprehensive record of all budgetary transactions, enabling a clear comparison between projected revenues and actual collections, as well as planned versus executed expenditures.

The 2025 budget, initially set at 25.623 billion CFA francs under a special delegation, was later adjusted upward by an additional 500 million CFA francs. The final administrative account presented to the councillors revealed a positive management result of 1.311 billion CFA francs. Acknowledging that he was not in office during the fiscal year in question, Mayor Mba underscored the principle of public service continuity, which justified his administration’s presentation of the financial report to the council.

He urged councillors to approach the review process with diligence and impartiality. Beyond approving the administrative and management accounts, the municipal representatives also deliberated on a proposal concerning the Mindoubé commercial complex, which local authorities presented as a strategic initiative to bolster economic activities and strengthen the city’s revenue base.
