Senator Théodore Holo outlines Senate mission in Benin
The imminent official launch of Benin’s new Senate has prompted former Constitutional Court President Théodore Holo to clarify his vision for this pivotal institution. As a senator by right, he intends to prioritize national cohesion, political stability, and democratic deepening in his mandate.
Senate’s role in safeguarding national unity
Speaking to ESAE TV on July 10, 2026, Holo framed his participation as part of a broader commitment to institutional prudence and social harmony. His statements reflect a balanced perspective: acknowledging potential challenges while recognizing the Senate’s constructive role in Benin’s political architecture.
« I will engage with this role by upholding my vision of service, » Holo stated. His objectives align with fostering peace, social unity, political stability, and territorial cohesion. He emphasized that the Senate’s mission extends beyond legislative duties to include reinforcing the country’s democratic foundations.
Senate formation and constitutional framework
The new upper chamber, established under the November 2025 constitutional reforms, will be officially installed in Porto-Novo on July 30, 2026. Its composition includes:
- Members by right: former presidents and former Constitutional Court presidents
- Appointed members: selected by the President and the National Assembly
The first Senate members were named during the July 1 government meeting. Holo’s inclusion as a senator by right underscores his long-standing constitutional expertise and institutional legacy.
Balancing institutional skepticism with constructive engagement
Holo addressed concerns about the Senate’s necessity, drawing parallels to the 1990 National Conference—a transformative moment that initially faced skepticism. « Some political parties thought the Conference would achieve nothing. Yet, we witnessed its tangible impact, » he remarked.
While acknowledging that « not everything will be perfect, » he stressed the importance of recognizing the Senate’s positive contributions. His pragmatic approach calls for participation without overlooking legitimate questions about the institution’s role in Benin’s evolving democracy.
Prioritizing national interest over political divisions
Holo urged fellow senators to rise above partisan divides, emphasizing that « however we may differ, we share one homeland—and we cannot destroy what unites us. » His vision positions the Senate as a stabilizing force, ensuring political, social, and territorial balance.
He also underscored the need for adaptability: « The world is evolving, and so must our contributions to deepening democracy. » His commitment reflects a forward-looking approach to navigating Benin’s institutional transition.
The July 30 installation marks a significant step in Benin’s bicameral parliamentary system. As the Senate begins its work, its members—particularly those appointed by right—will be measured by their ability to translate this new chapter into tangible progress for the nation.
