A significant reform has recently been implemented within Senegal’s legislative branch. The National Assembly officially inaugurated the Committee for the Evaluation of Public Policies (CEPP) yesterday, Friday, August 26, 2026. This new body finally delivers on a commitment stemming from the 2016 constitutional revision, marking a pivotal moment for transparency and robust governance across the nation.

The CEPP represents more than just another parliamentary committee. Its core strategic objective is to meticulously analyze the tangible impact of state investments on the daily lives of Senegalese citizens. This institution is tasked with structuring, leading, and overseeing the evaluation of public policies. Through this framework, deputies will be able to verify that public money is deployed efficiently and with utmost transparency.

Parliamentarians will no longer solely focus on passing legislation. They now possess a dedicated technical arm to assess the effectiveness of government actions. To ensure its legitimacy and broad acceptance, the CEPP comprises key figures from across the legislative spectrum. Its composition thoughtfully integrates all political sensibilities present in the National Assembly: the President of the National Assembly, the presidents of the parliamentary groups, the chairs of the 14 permanent commissions, the representative for non-affiliated deputies, and nine additional deputies selected proportionally to the political forces represented.

This structure is designed to guarantee democratic equilibrium, actively involving both the majority and the opposition in the crucial process of public accountability.

Ousmane Sonko assumes leadership

During its inaugural session, the CEPP’s executive board was elected to spearhead the committee’s initial undertakings. As anticipated, the presidency was conferred upon Ousmane Sonko, the current President of the National Assembly. His leadership is expected to be instrumental in endowing the committee with the necessary authority to engage effectively with the Executive branch.

He will be supported by Mohamed Sall, who was elected as the first vice-president, and Djimo Souaré, appointed as the second vice-president. The administrative operations and the drafting of official reports will be managed by Béatrice Germaine Faye and Adama Diallo, serving as the first secretary and second secretary, respectively.

This vote heralds a new chapter for Senegalese parliamentarism. The CEPP is now expected to swiftly establish its work schedule. Citizens will keenly await the committee’s initial evaluation reports, particularly concerning critical sectors such as healthcare, education, and the national economy.
