France and Morocco are preparing a historic bilateral treaty designed to redefine their long-standing relationship. The agreement aims to establish a robust, forward-looking framework addressing shared challenges and opportunities in the coming decades.

French Interior Minister Sébastien Lecornu unveiled the initiative during a joint press conference in Rabat on July 16, following the 15th High-Level Franco-Moroccan meeting. Leading a delegation of twelve French ministers, he emphasized the treaty’s significance as France’s first comprehensive bilateral agreement with a non-European nation.

Building a future-ready alliance

A joint committee of Moroccan and French experts is currently finalizing the treaty’s provisions. Unlike traditional diplomatic accords, this document seeks to foster a unique, stable, and ambitious partnership, transcending ceremonial diplomacy to create tangible, lasting benefits.

The initiative builds on the momentum of French President Emmanuel Macron’s state visit to Morocco in October 2024, where both nations committed to deepening collaboration across multiple sectors. Key areas of focus include industrial development, renewable energy, transportation infrastructure, defense, security, agriculture, cultural exchange, and higher education.

Enhanced mobility for entrepreneurs and students is also a cornerstone of the proposed treaty, reflecting shared priorities in economic and educational cooperation.

Lecornu highlighted the robust bilateral cooperation in combating terrorism, drug trafficking, human trafficking, and irregular migration. A comprehensive security agreement is set to further strengthen these joint efforts, reinforcing the alliance against transnational threats.

Sahara issue remains central

The French official reiterated France’s unwavering stance on the Sahara question, describing its position as non-negotiable. He confirmed that this policy would remain consistent and guide France’s actions in its relationship with Morocco, underscoring the strategic importance of the partnership.
