On June 19, 2026, the Dispute Resolution Committee (CRD) of Togo’s Public Procurement Regulatory Authority (ARCOP Togo) issued decision no. 024-2026, closing the door on allegations of irregularities surrounding the international tender no. 003/DPI/PRMP/DG/CEET/2026 for the expansion of Lomé’s electricity network (PEREL PLUS).
Following a thorough review of the investigation report and testimony from the public procurement officer at CEET, the Committee concluded that the denunciations lacked substance.
Tender under scrutiny but deemed compliant
Two anonymous complaints filed with ARCOP Togo on March 28 and April 8, 2026, raised concerns about multiple procedural irregularities in the tender managed by CEET. Among the allegations were:
- the use of a restricted list without prequalification;
- the significant presence of foreign firms;
- the absence of market allotment;
- and the renewal of overly stringent qualification criteria.
However, the CRD’s investigation confirmed that the procedure was rigorously overseen by an official prequalification phase, which resulted in the selection of nine candidates out of fifteen expressions of interest.
PEREL PLUS tender validated by technical partners
The tender dossier also received clearance from the National Directorate for Public Procurement Control (DNCCP Togo) and the French Development Agency (AFD).
The Committee emphasized that in projects funded by external resources, the lender’s rules take precedence over certain national provisions, particularly regarding lot structuring.
