The new policy was unveiled on August 17, 2026, during a national address delivered just ahead of Gabon’s 66th Independence Day commemorations. While the Head of State did not explicitly name the countries affected, it is widely anticipated that France could be particularly impacted, given its historical prominence as a destination for a large number of Gabonese scholarship recipients.
Concurrently, President Oligui Nguema issued a strong call to Gabonese youth, urging them to increasingly consider leading universities and training centers across the African continent. He emphasized that Africa now offers substantial opportunities in higher education, innovation, and professional development, presenting a compelling alternative to overseas study.
For the Gabonese president, this strategic reorientation is vital for better managing the financial outlay associated with international studies, while simultaneously bolstering the nation’s domestic training capabilities. Gabon celebrated its independence on August 17 in Libreville with a series of official events, including a grand military parade. Dignitaries present included Congolese President Félix Tshisekedi and General Horta Ntam, who represented Guinea-Bissau.
