France’s new ambassador in Morocco advocates for joint franco-moroccan diplomacy
In his first public address following the presentation of his credentials, France’s newly appointed ambassador to Morocco, Philippe Lalliot, outlined a vision centered on international law, water cooperation, and shared strategic priorities—backed by a €350 million bilateral program.
France’s new ambassador to Morocco, Philippe Lalliot, made his inaugural public remarks at the Paris Peace Forum held at the Mohammed VI Polytechnic University in Rabat. The speech followed his official credential presentation to the Moroccan head of state, marking a pivotal moment in his diplomatic mission.
Addressing a gathered assembly of diplomats and international stakeholders, Mr. Lalliot underscored the enduring relevance of multilateral frameworks in an era marked by global instability. “International law is not obsolete; its foundational principles remain valid and must be upheld as a shield for the most vulnerable,” he stated, emphasizing its role as a global public good essential for peace, stability, and collective security.
The ambassador framed international law as the cornerstone for addressing today’s most pressing challenges, including climate change, resource scarcity, and geopolitical tensions. He called for pragmatic, actionable solutions to bridge global divides, positioning Morocco and France as key partners in this endeavor.
Highlighting the franco-moroccan method as a model for others, Mr. Lalliot stressed the shared historical ties and aligned strategic vision between the two nations. “Our countries bear a responsibility to lead by example,” he asserted, particularly ahead of critical bilateral and multilateral milestones.
He illustrated this approach with the recent launch of a landmark €350 million initiative aimed at bolstering Morocco’s water security—a strategic priority for the kingdom. Developed in collaboration with Moroccan, German, Italian, and European officials, the project targets enhanced groundwater mapping, climate-resilient water management, flood mitigation, and wastewater reuse.
As global discussions in Rabat focus on energy and food security—key themes for the upcoming G7 summit in Évian—the envoy revealed that a new cooperation framework between France and Morocco is nearing finalization, poised to redefine their partnership.
