Government intensifies monitoring of African Development Bank-funded projects
To ensure faster and more effective implementation of projects backed by the African Development Bank (AfDB), the government has stepped up its oversight mechanisms. This initiative was led by Vice-President of the Government Hermann Immongault, who chaired a strategic meeting on Monday, June 29, 2026 with an AfDB delegation headed by Country Director Mamour Ousmane Ba. The session included key figures such as the Minister of Planning, Louise Mvono, and the Minister of Agriculture, Pacôme Kossy.
The gathering followed recent discussions in Brazzaville between the President of the Republic and the AfDB President on the sidelines of the institution’s annual meetings. Its primary goal was to assess the progress of ongoing projects and identify solutions to eliminate bottlenecks hindering their completion.
Stricter controls to enhance project delivery
Hermann Immongault emphasized that the government is now enforcing stricter monitoring of every project under the AfDB portfolio. The administration insists that borrowed funds must yield tangible benefits for citizens, aligning with the objectives outlined in the National Growth and Development Plan. He underscored the need for transparency, performance, and adherence to deadlines, asserting that every stakeholder must fulfill their duties to maximize the impact of public investments.
A roadmap to fast-track delayed initiatives
During the meeting in Libreville, the government finalized an action plan to expedite projects facing significant delays. Two key initiatives have been prioritized: the Integrated Program for Drinking Water Supply and Sanitation in Libreville (PIAEPAL) and the Ndendé-Doussala road. Addressing concerns raised by the Head of State regarding the slow progress of the latter, Immongault called for immediate corrective measures. Additionally, the government has reviewed internal inefficiencies to enhance coordination with its financial partner.
The AfDB delegation commended the reforms undertaken by Gabonese authorities and reaffirmed the institution’s commitment to supporting national priorities. Mamour Ousmane Ba highlighted the framework of the New African Financial Architecture for Development (NAFAD), designed to enhance investment efficiency across the continent. With a portfolio of strategic projects in water supply, vocational training, agriculture, and road infrastructure, the AfDB remains a key ally in Gabon’s development journey.
